This was the Portsmouth Naval Base in Kittery Maine. On January 31st at about 12:20. They only took a couple minutes to give a reaction, then interaction. It seems as if some of them may be wearing invisible fence collars. It seems as if they get to a certain point, that they cannot walk past it.
