Most, if not all policy ideas can easily be identified on the spectrum known in political circles as The Overton Window.<br /><br />We also know that there is no such thing as new ideas and that the spectrum can shift - what's unthinkable today may be the policy of tomorrow and the other way around.<br /><br />What we don't know, yet, is how to identify ideas that are likely to progress from Unthinkable towards Acceptable.<br /><br />We do know that nearly any idea can travel this path - but there is still no method to discriminate between likelihoods, let alone ascertain. Sure, we can use experience to make an educated guess. For instance, it is a pretty safe bet that the policy of adopting the gold standard won't be making out of the "Unacceptable" box anytime soon anywhere. Just like it's a pretty safe bet that policies, restrictions and procedural aspects of abortion will continue to change in multiple places on the planet for many years to come - as it's a complicated moral conundrum that cannot really be solved - but merely managed.<br /><br />But how about voting rights for businesses? This is the kind of policy you expect to read about in autistic libertarian forums. It's a policy idea that's been hovering between unacceptable and radical for almost 100 years. Yet... now it's almost policy in Delaware. How did that happen?
