After getting the Magma Stone on Route 18, go to Reversal Mountain and enter a cave where Bianca directed before so you can find Heatran. Save your game before you interact. Heatran is on Level 68. Fire type moves won’t work on it due to its Flash Fire ability. Dusk Balls would be recommended since you’re battling in a cave.
