After getting the Soul Badge, you have the option to Surf southwest from Fuchsia City to a place called Seafoam Islands. If you see boulders, use Strength to push them through the holes so the water currents stop moving you around randomly. Once you push the boulders into the water, use Surf and you’ll see the legendary bird Pokémon, Articuno. Save your game before you interact with it. Articuno is on Level 50. A legendary Pokémon won’t be easy to catch.
