After getting the Legend Badge, go to a building where Drayden will tell you about the legendary Dragon Pokémon and the meeting will eventually be interrupted by some aftershocks. Back outside, a big flying battleship fortress known as the Plasma Frigate will shoot below-zero chunks of ice, freezing the city over. Drayden is forced to declare a state of emergency to the entire city and his Haxorus attacks an ice pillar, only to get no damage results at all.
