This requires a Mystic Ticket that can be obtained via Nintendo Event. With the Mystic Ticket, go to the harbor at Vermilion City and you’ll ride to Navel Rock. At Navel Rock, go to the fork room and turn right at the top of the room. Go down several floors and you’ll find Lugia at the lowest floor. Save your game before you interact. Lugia is on Level 70. It has a combo with Rain Dance and Hydro Pump. It will use Recover when running out of HP. Paralyze Lugia and keep throwing Ultra Balls.
