This requires a Mystic Ticket that can be obtained via Nintendo Event. With the Mystic Ticket, go to the harbor at Vermilion City and you’ll ride to Navel Rock. At Navel Rock, go to the fork room and turn left at the top of the room. Go up some floors and make your way to the mountaintop. Save your game before you approach. Ho-Oh is on Level 70. It has a combo of Sunny Day and Fire Blast. It will use Recover when running low on HP. Paralyze Ho-Oh and keep throwing Ultra Balls.
