Mr. Stolyarov congratulates the people of Libya in ridding themselves of the 42-year tyranny of Moammar al-Gaddafi. The real task before them, the task of establishing a free society and form of government, is just beginning. However, this is the task of the Libyan people, not of the United States or NATO.
