Dans un texte qu'ils ont largement adopté, les eurodéputés décrivent la Russie comme un Etat «qui utilise des moyens terroristes» dans le conflit avec l'Ukraine. Les Etats-Unis, de leur côté, refusent d'employer de tels termes à l’encontre de la Russie.
