President Bush spoke about foreign policy in the Middle East saying that regime change in Iraq would pave the way for democracy in the region, potentially leading to a free, democratic and peaceful Palestinian state. The speech took place at an annual dinner honoring economist and historian Allan H. Meltzer who will receive the Irving Kristol Award (formerly the Francis Boyer Award) and delivered the Irving Kristol Lecture. (2-26-2003)
