Use the gate that’s between Opelucid City and Route 10. The gate’s receptionist will tell you that a strange weather pattern is occurring on Route 7. Go to Route 7 and you’ll see the Pokémon by the lonely house fly off. When the Pokémon is roaming, check every route and see if you trigger a storm. While in the storm, search the grass and you might encounter the Pokémon. Tornadus is on Level 40. Remember, roaming Pokémon flee on the first turn. If you still have the Master Ball, it just might be the time to use it.
