The six-second delay between shots is unconventional and forces careful targeting—which isn't aided by an aiming time of 3 second and mediocre accuracy—but it allows you to cause a quick 2,000 HP of damage. The 36-second reload speed might seem long, but it's comparable to that of French tank destroyers with a smaller clip.
